Anywhere along the Northumberland coast, great beaches etc. You can get a boat trip from Seahouses out to, and around the Farne islands.....lots of seals and other wildlife.( www.farne-islands.com )

We often see seals 'roaming' close into the beach (and on the beach sometimes) from the dunes at Waxham and Horsey in East Norfolk. It's a lovely quiet area (usually) and there's a nice campsite close by ("Walnut Farm" at Waxham) but unfortunately it doesn't have the facilities you're looking for...
I would guess that the closest sites, which have the 'leisure facilities' you want, would be one of the commercial sites around the Gt. Yarmouth and Caister area. As I don't stay in that area (too crowded for me!), I can't really recommend a site...

Slightly off topic, but if you come up here to Pembs in October time, you can walk round various cliffs, look over and see all the baby grey seals, some just a day or so old. A wonderful and fantastic sight!
