Forest Holidays Hollands Wood is a good site for tenting on, but with regard to your toddler wandering off, that is not going to be good on any site.
I know its not easy but you need to find some way to contain your toddler, campsites are open spaces for everyone to enjoy, and that includes respecting other peoples space.
We have dogs, and many times small children have appeared around the side of the van to be greated by our staffy's sloppy tongue but occasionally also been knocked flat scared by our Cocker Spaniel who barks at most things he doesn't know.
The New Forest is a great area, but as you probably know there are the popies, cows and other animals wandering freely so again you do no want a toddler wandering off.
Not trying to sound a scaremonger or anything, but the problem of small or some older children wandering around campsites on their own can create situations that wouldn't normally happen.
