As an owner of 3 statics we would never have taken a group of 17 year olds. We did once have 4 18 year olds stay that had been let down else were and had a long drive home to go straigh back, we were in the caravan next to them. They were no problem and a pleasure, when they left everything was clean and tidy a bunch of flowers a box of choc's and a lovely card was left to say thank you.
Most big campsites wont take groups under 21 or all male or female, this rule often applies to owners vans on that site also.
Not sure if this helps but, no1 son is now 18 and been camping with his mates since he was 16. What we do is travel together, book one pitch for us and another for him and his mates. The plan is that they are to look after themselves, normaly it's Dad are you putting the bbq on lol
This way it's the only way they can get away, we are there if needed most of the time we don't see them.
If one set of parents would be kind enough to help you may be able to book something. Just get a cheap tent or borrow some stuff, have a look on freecycle.
