Where in North Devon? we always use M1/M25/M4/M5 but we normally go to South Devon. Last summer we used a CL (Caravan Club Certified Location) called Hortham Farm, near Almondsbury (Bristol) as a stopover, has electric hook up but no loos or showers,easy access from M4. There is also a CS (Camping and Caravan Club Cerftificated Site) at Wick, off J18 of M4 which is fine for overnight. I think you would have to be club members to use these sites.
