If you're competing then at a "normal" meeting you can camp infield. It's fairly facility free but is also free of charge (except your entry fee of course!)
Whittlebury Hall is adjacent to Silverstone, website is here and it says it is open for camping all year. I believe the facilities are good but the place is pretty pricey.
As in £30 per night with ehu last time I looked! wanted to stay there for a wedding a few years ago, stayed in a B&B instead. Anne
