Speaking from experience, having been brought up on a dairy farm which my parents still run, I think that most working farmers probably have enough on their plates without having to entertain / supervise visitors and children wanting to "help" . Especailly those who run a campsite from the farm as well!
Also a proper working farm isn't always the idylic place people imagine it to be; they can be pretty dangerous places and in this day and age I expect the threat of a law suit or two and health and safety requirements have put most ordinary farmers off opening up their farms to visitors who are maybe not fully aware of the hazards.
For these reasons I guess most campsites advertised as being on a "working farm" won't allow general access to the animals or let people get stuck in and help out.
This may change as DEFRA looks more and more to encourage farm visits and open days for the general public. So we may start to see more farms gearing up specifically to provide this sort of "farm stay" holiday.
At the moment though your best bet may be to settle for a farm visit, not quite the same as staying there I know!
