Not been to Goodrington Lodge but do know the area quite well. IMHO Paignton is very run down and chavvy, kiss me quick hats and burger joints lol. Torquay is not fairing much better these days but if you head down the coast a bit Dartmouth and Brixham are much nicer.
There's plenty to do in the area, about the only good part of Paignton is the zoo and it is massive. If you take a picnic you can lose a day there easily and a joint ticket gets you entry into Living Coasts in Torquay.
You have Dartmoor and then Exeter and Plymouth not far away for wet days and the National Marine Aquarium which accepts Tesco days out vouchers.
As for the weather, well I just had to laugh at your question I am afraid. If previous things are anything to go by, wet wet wet but who knows?
