I think the majority of sites charge a basic price covering 2 persons, unit (caravan or tent) and a car. I mostly camp alone and usually have to pay that basic fee.
However, many sites will give a concession for single occupancy (if you speak nicely to them) which is always welcome.
Many sites which charge per person often charge a pitch fee seperately. It makes it look like a solo camper is getting a bargain whereas the truth is that a couple or a family are having to pay a huge amount of money.
One site I went to near The Witterings in West Sussex a couple of years ago advertised per person charges on their website but when I got there they insisted there was a minimum charge for two persons. Had I not been towing a caravan at that time and didn't want to have to drive around narrow lanes looking for another site I wouldn't have stayed. The owner did knock a little bit off when I complained.
One place I like which charges per person is Bridge House Campsite at Lechlade in Gloucestershire. I think it was only £7 last year. Don't know how much with EHU.

If you join the club and go for 5 nights it will cost you 5 x £5.90 = £29.50 plus the joining fee of £37.00 minimum = £66.50
...and if you don't agree to set up a direct debit with the club it will cost another tenner £76.50
It's cheaper not to join the club
