I we have both come out of work last year and up till now we havent had enough money to go to wales Rhyl etc as our usual sites expensive can anyone tell us any cheap sites with hook up for small van 2 adults please

If you join the caravan club or camping and caravan club, you will find hundreds of sites costing around £8 per night with hook-up and even cheaper without.
You can pick up pre-paid joining packs at camping and caravanning stores. They're a chunky folder with the Big Sites Book inside, and other magazines. You can also pick up leaflets to join in the same kind of outlets. This offers you a chance to pay by Direct Debit and this makes joining a bit cheaper as they waive the joining fee. It'll cost you about £35-£40 for the year, but as brianconwy says above, after that you can get on their sites cheaper, especially Certificated Sites (sites with basic water supplies and toilet facilities, usually on farms. They can accommodate up to 5 caravans at a time or as many tents as is safe)

Before you join one of the clubs you might want to go on the caravan and camping club website and click on siteseeker. You will be able to look at information on all the certified sites (CS).
You have to be a member to view the certified locations on the caravan club website. We are members of both clubs and rarely use the club sites, as they are more expensive and we like the smaller CS and CL sites.
The sites without shower and toilets in particular are cheap. We use a portable loo. We also use a battery shower and a couple of trugs? (floppy large buckets) for showering - plus the toilet tent to shower in so as not to scare the other campers!
I know you mentioned Rhyl and there are CS sites near there. There is at least one site in Southport (never used it)and another close by that we did use, and loads around Blackpool. Also I often see a meet on at Farmer Parrs - a children's' play farm in Fleetwood, which is about fifteen minutes walk to the beach.
Also there are club 'meets'- again mostly with no shower or toilets but many only costing £4-£7 per unit per night.
