I can recommend Netherwood, near Chester and Waterfront at West Stockwith. I think I actually asked the same question myself quite a while ago, so if you do a search you might find more information.
Bridgehouse Marina, Garstang on the Lancaster Canal has caravan/campsite.

I've stayed at Bridgehouse Marina site a few times and love it, it's one of my favourites. It's not a campsite though, it's caravans and motorhomes only. Just a few minutes drive into Garstang or a 15 minute walk along the canal.

Glencote caravan site in Cheddleton, North Staffordshire is located right next to a canal. The River Churnet is nearby which is great for walks, there is also a pub nearby(on the side of the canal) and the site is situated next to the splendid Churnet Valley Steam Railway. It is also well located for the Potteries, Leek, the Peak District and Alton Towers.
If you've no kids then Wyton Lakes adults-only site is a nice one, the Great Ouse river runs past the bottom of the site and there's a couple of benches where you can sit and watch the boats go by. Next door there's a big marina with boat launching facilities and just along the road there's a place with a little cafe that also has a slipway.
