I very much doubt that there are any sites in the Uk that provide childcare for that age of child which allow the parents to go off site during activity sessions. Haven Holidays do have campsites with the childrens section of entertainers, but clearly state that they are not child carers and Parents should stay closeby and be contactable and responsible for their youngsters at all times.
Our daughter is a nursery nurse, and sometimes short term child care can be arranged for under 5's within the day nursery, its not cheap, but is sometimes used by parents who are attending a sick relative in an area away from home, or for attending court proceedings, business conventions or funerals ect. but your children are obviously far too old for this.
The only way you may get to do your desired plan is either to take along a responsible friend or relative to take care of the kids whilst you go biking, or buy a sidecar for the kids to travel in and commision the appropiate trailer to tow it on.
