If you mean camping i would try river dart adventures or woodlands.
Both sites are great for boys, river dart has a huge adventure park and also a go ape like place, canoeing etc
Woodlands gives you free entry to the theme park.
Both of these areas are great for sightseeing too.
Or south hams
Salcombe, kingsbridge hopecove,all fantastic little towns easy to get to beaches.
It has an outdoor pool, games room, a pub and a chippy on site, close to Dawlish Waren beaches. I believe it has a fishing pond too.
Lovely site even in winter when most of the facilities were closed.

IMHO South Devon has far more to do if it is wet, North Devon has nothing much other than Atlantic Village and Barnstaple. North Devon does however have fabbo beaches but that, of course, is weather dependant!
They will love Totnes Rare Breeds, plenty of hands on animal fun where you can pet and enjoy the animals rather than watching from afar. Paignton Zoo, Living Coasts and of course the moors and plenty of coastal walks to be had around Torquay/Brixham etc. Outdoor pool at Brixham too.
I agree with Ali. In the north you have beautiful sweeping beaches but it can be a bit bleak if the weather is pants.
Tourism is much more geared up down South. I would say River Dart is perfect if you have active kids who like getting messy outdoors. Also in an ideal spot for touring the whole of the South Coast, including Dartmouth.

Splash Park/water park atQuay West/ Goodrington Sands (Paignton) Crealy Adventure Park (Exeter), The steam railway which runs from Buckfastleigh, Pennywell Farm (petting Zoo/friendly farm) also at Buckfastleigh. Babbacombe Model Village (Torquay) if you want a bit of history - Castle Drogo (Dartmoor) or Powderham Castle (nr Dawlish), Powderham do medieval jousting events in the school holidays. So lots to do!!
We spent a week at Riverside Caravan & Camping Park at South Molton, last year with a 15 year old boy, 3 and 7 year old girls. There is a lake, river to play in, brilliant play park. On site cafe. Brill location for seeing Devon.

2013 Nothing as yet , trying to get new boyfriend to go camping soon. Selling Maritisa 700 , so we can put it towards a VW Camper.
I would agree with South Devon, especially the area around Torquay/Paignton.
Plenty to do, have been there numerous times and there are still plenty of things we havent done.
One thing though if you do decide on here and go to the model village at Babbacombe, try to go as late in the day as possible. Go round it when it is daylight and then wait until it gets darker and go round again to see it lit up.
Have always stayed at Whitehill Country Park in the past, but would now go to Cofton, due to an excellent experience with their customer service.
Have teenagers and their favourite thing to do is to go crabbing at Stoke Gabriel.
Hillhead is vey nice, they have an outdoor pool, restaurant, and entertainment, there is an area for kids with pool table and arcade machines. It is a Caravan Club site so you would need to be a member. If you have a dog there is undercover area where you can eat outside with your dog.
