My son wants to take the kids camping in their tent for half term, can anyone recommend a cheapish camp site in Norfolk with toilets suitable for a tent and near the coast if possible.

Have a look on page 4 of this thread, there's some recommendations there. it's probably easiest and best to do a campsite search and ring around to see what's available.

How much do you call cheap?  And how close to the coast do you want to be?

Right on the cliff top, very basic site, access to the beach via steps. From memory £10 a night
