I have rarely been on a site where there is any noise after the bewitching hour so perhaps the OP has been unlucky.
I have always had a different view about campsites and quiet hours. I have always felt that when people are on holiday they shouldn't be restricted by noise curfews, or at least, any curfew should take into account that some campers like to sit outside their units into the early hours sometimes and have a quiet natter over a few drinks and perhaps curfews shouldn't come into force until much later, maybe midnight or even 1.00am. There is a big difference of course between quiet talking and drunken, loutish behaviour of which I wouldn't approve.
I don't know of any other type of holiday where people are pretty much forced to go to bed after about 10.30pm except the type of holiday you can get at Her Majesty's pleasure.
I usually enjoy myself off-site in the evenings at whatever entertainment is available locally then creep back to my tent in the late evening. I have always found campsites quite strange eerie places at that time but I suppose each to his/her own and I know lots of people are fearful of turning into pumpkins if they stay up too late.
I agree with Bob on the question of noise curfews.

Whether we're booking in the UK of France we tend to go on smaller sites without large clubs, bars, Sky Tv etc as it seems the more entertainment there is, the more chance that it could be noisy. I agree with others about C & CC sites, they do stick to the 6 metre spacing and sort out any problems with inconsiderate behaviour.

I completely agree. I get so worried that we may be making too much noise (there's just my other half and me - and we are mature in years) because we stay up quite late chatting, playing backgammon and enjoying a quiet drink. Last holiday I seemed to spend all my time with my finger on my lips at him JUST IN CASE and it's not as though we are rock and roll :)
Agree with the comments re C&CC sites. They are generally well regulated for noise but having said that we were on the C&CC site at Slapton Sands and were unlucky enough to be next to a tent with the loudest snorers we have ever heard which went on as long as they were asleep. The 6 metre rule didn't seem nearly enough, 60 metres might have been ok.
Not much you can do about that except move or as we did buy soft earplugs (could still hear them to some extent - perhaps should have moved after all).

also agree with Bob61, gravedigger and DSB. I do like to stay up past 10.30 and talk a bit, but it seems that I am not allowed to on a lot of sites here in the UK. That is part of the reason that we spend our main holiday in France where people are much more sensible.
I always look for positive reviews before booking and tend to avoid places that have on site entertainment/bar or a pub next door. Doesn't always work and I've woken the wardens at 2am before! I'm always reassured though that I'll have my revenge in the morning. Next door might be happy staying up that late, but my kids are used to getting up at 6am. We keep them as quiet as possible, but 'as possible' is sometimes a little louder than others would prefer, given their ages. As soon as it gets to 8am then we're back to normal volume .
I'd rather be pitched next to another family with a baby - they'll be more forgiving of YOUR kid crying at 4am when theirs has been up at 3am!

Fair weather camper for 2013!

We're just back from a night away camping & the campsite was silent by 10pm! We were surrounded by other campers, but they were all groups of canoeists, cyclists or walkers - I think they were all too knackered to stay up late and make a noise!
I always read reviews before choosing a site. I don't bother with grading or stars. I actively avoid large sites that are geared facility wise for families and rarely go to a site with a pub or club. I find it useful to read the signature of posters on here where members put their visited/intended sites for the year. I then get a "feel" for their likes and dislikes which helps when reading their reviews so I can judge whether a site is for me. In all my years camping I could count on the one hand when I have had a negative experience. I should add that my only requirements are clean toilet/shower, nice views, good walks and dog friendly.
What I'm going to try and do is be a bit more forgiving of people chatting, unless it goes on to stupid o'clock of course.
I've booked us at Hook Farm, Uplyme (http://www.ukcampsite.co.uk/sites/details.asp?revid=1226) which gets a lot of recommendations as being very quiet but I do wonder whether it's going to be too far the other way (from reviews) and any noise is going to be stamped on.

The only time we've had a problem with noisy neighbours has been the couple of times we've stayed at Haven/Park sites, just joined C&CC and booked one in North Wales in a few weeks hopefully we won't have the noise problem.
