We stayed just outside Tywyn at the end of aug last year, at Tynllwyn Caravan And Camping Park, and I would say it seemed fairly quiet there. It's a couple of miles inland (you can walk to Tywyn). We arrived just after the bank holiday, so I guess that is the tail end of the school hols (some kids had started to go back to school that week, but our two weren't back til the week after). On the road heading north of Tywyn, I noticed a little campsite right on a cliff edge - must have stunning views, though there didn't appear to be many facilities (or shelter!), but I don't know what it is called.
I would say if you want to try and get somewhere fairly quiet, then maybe avoid places with play areas/kids activities.
