I think it would be easier (and better) to just rent you a pitch on which you could do as you liked (within reason) The list of extra charges on a site I just looked at were ludicrous, Awning, dog, child, extra adult, extra car, day visitor, pup tent, extra this, extra that, 20p for a shower? oh come on! This gets me on to my other moan of rules and regs. One site even tells you you can't have firearms! how ridiculous to quote the law at you like that. As for the CC obsession with where you put 'van in relation to the peg, we have seen people have to take down everything and move a set-up caravan because of a couple of inches out of line. Don't they know we come away to get away from it all. And there is one site where 6 bins are "only for re-cycling" and you are meant to take a long hike to reception to find bins for general waste. Guess what? we didn't bother! The idea that we will "save the planet" by re-using carrier bags etc. is pure fantasy designed to make the prolls feel better. Moan over, but if you want more just ask.
I like these requirements, it gives a place for all the boring stuck up people to go and spend the weekend doing nothing other than tut and moan about people not following rule 14.6 sub section b. We have all seen them, twitching their caravan curtains.
The rest of us can happily avoid such sites, it helps with the process of elimination. The owners are obviously more focused on making money than providing a lovely atmosphere and experience (profits good, but it needs balance). Haven holiday type sites with 'club houses' and other such horrors can be crossed of the list too, as they will be busy and have kids running everywhere. Generally speaking, remote sites with 'basic facilities' and no EHU are often are the best sites in my experience.
I just came back from 4 days of utter bliss, on a site with some of the best views you will find anywhere (and I have traveled the world camping), overlooking mountains and one of the best (and quietest) beaches in the UK. Campfires, laid back, loads of space, no set pitches (go where you want) and no extras for tarps, utility tent or dogs - do what you want, where you want for £15 a night. We have been going every year for years and never had a problem. Its got almost cult like status with regular fans (quite popular with bell tents and glampers). Near perfect, but some people would not like it as it has no EHU or bar for idiots to get drink on cheap lager. Seem rare these days, but can be seeked out.
