Difficult as so many beaches down here ban dogs until end of October. If you want to avoid surfers then maybe go for South Cornwall or South Devon instead of North. Not many beach front sites I can think of that front onto a dog friendly beach. North Devon beaches that allow dogs in certain areas all Summer would be - Putsborough, Woolacombe, Saunton Sands and Westward Ho! But sites would be a drive from the beach (North Morte Farm & Warcombe Farm campsites come to mind) South Devon is a little bit more dog friendly - there is a C & CC site just across the road from the beach Slapton Sands - Slapton allows dogs all year and down the road at Bee Sands & Hallsands allow all year also. Be aware that these beaches are shingle type but the water is lovely and crystal clear. EDIT: I have just noticed from your original post you want sand so ignore Slapton suggestions. Down the road past Salcombe dogs are allowed at Hope Cove (on leads) Thurlestone and Bigbury on Sea (on leads in certain areas) and these are sandy beaches. Can't think of any sea front sites but Bolberry House campsite is a nice basic site near those beaches. Tollgate Farm as mentioned is very dog friendly and popular with families (doubt you'll get in now for school hols) but I know how busy the sea can be with surfers. Don't know whether you've considered Torbay/Teignmouth/Dawlish areas? These offer sandy beaches and safe swimming but can't think of any beach front sites. Your best bet is to jot down where you fancy with dog friendly beaches and search for your campsite from there! http://www.devonbeachguide.co.uk/
