How likely is it that there is a council by-law saying there are no arrivals before 1pm? We heard customers being told this on a CC site this week, with the additional 'We don't want to upset the council, you will have to stay sat in your outfit until 1pm'

Never heard of that and I doubt local councils would get involved in such detail, why would they? The usual reason for arriving after 1.00pm is because the site has restricted access and they want to make sure every one who is leaving is clear of the site before new people start arriving. Chatsworth is a good example where the access road is narrow and quite long which would cause issues if you had units travelling in the opposite direction. Common sense really.
Sorry this doesn't sound feasible to me.
I can't see the council being bothered about what time vans arrive unless there is some underlying reason but then that may only apply to certain areas. I think arrival times are set by the caravan club to suit their needs not the councils.
Don't know of any commercial sites with these rules set by the council.

As David said it is due to narrow access roads, this is definitely the case at Black Knowl in the New Forest.
I would suspect that this applies to all sites that state a earliest time of arrival.

Every site we have stayed on club or commercial has had an earliest arrival time, varied between noon and 2:00pm Don't see a problem as long as it's clear on the booking details.
