9pm is too early to expect people to be ultra quiet, that said, I would not like to have to listen to someone else's 'loud enough to disturb others' tv or music at any time, I am camping to get away from that, so choose quieter sites for that reason.
I do think that the evening is not the best time for a loud raucous re enactment of the World Cup either and I would not be particularly happy about that, but there has to be some give and take on a campsite, and its not unreasonable for people to be having fun at 10pm.
I don't know how old your children are, but mine were always up until they dropped, camping is no time for strict bedtimes, although I get what you are saying that midnight is far too late for loud noise of any kind, your suggestion of 9pm as quiet time indicates that they are put to bed fairly early.
I found that it was easier to just let my lot play until they were so tired that they would just flop into their sleeping bags, and then not much would wake them, and we got a bit of a lie in in the mornings, too

Well, I have asked people to turn their TV down before now, when we were inside watching our own. Theirs was in the awning, there was nobody in the awning watching it and the noise was drowning ours out! Yes, we could have turned ours up even louder, but that would have been ridiculous. When they returned, we asked them to turn it down, and that was at 9pm. I'm afraid that having it that loud at any time is unacceptable to me. At a "normal" level of course it is fine; we're always conscious of not disturbing any neighbouring units with either our radio/DVD player or TV, so I don't see why we should have to put up with having to listen to others' at a ridiculously high volume.
Like everything else, a little consideration goes a long way. A lot of people watch TV or listen to the radio, but 99% of the time at an acceptable volume level. But there are always some who don't seem to consider their neighbours.
