I doubt you will find a campsite withing walking distance of the NRM, the CC do have Rowntree park, but l dont think they take tents.
You may need to look outside the city, the NRM does have a decent car park, and is easily reached from the coastal sites around Filey, about a 50 min drive away, or twenty min train ride, which will drop you right next door to the NRM.
The last time we visited we stayed at Harrogate, im sorry but im not so sure about the best site for a tent camper, but personally, l would stay at one of the Coastal sites, where there are plenty to choose from to suit your needs, then simply hop onto the local train and cut out the need to navigate down to the city centre.

I'd look for somewhere outside York and drive to a Park and Ride. The one at Askham Bar from the A64 on the south side has toilets, then you get the bus in. My notes say 'white line number 3', stops at York railway station. The museum is just on the other side of the station, you can walk across the bridge. Coming back my notes say 'stop G', which is opposite the station.

Naburn lock is only a short drive from the park and ride at the designer outlet just off the A64.

You can walk from the Caravan Club site which is probably the nearest to the museum but as has been said I am pretty sure they don't take tents.

I would second Naburn Lock if you can get in, its busy in the summer. This site is about 3 miles from York but a bus goes from right outside the site, there is a nice pub/restaurant in the village and it is right on the river. The cycle path into York runs the other side of Naburn and in the other direction you can cycle out to Selby. J x

If you drive into York you can park next to the railway museum all day for £9.
Expensive, but as the museum is free is ok.
There is a little train that drives into from the city centre from the museum and costs a pound or two. Great for kids.
