Certificated Sites/Locations are available to members of the appropriate Club ie Camping and Caravanning Club, Caravan Club or possibly one of the other "exempted orgaisations".
You can usually, in the case of the C&CC at least, join on arrival at the site.
With regard to the two clubs you mention, only members of those clubs can use.
However, there are other organisations that can offer C.L's, one that comes to mind is the Motorcaravanner Club. They have C.L's and you DON'T (as far as I'm aware) have to be a member to use their facilities.

I think it's a condition of the Cerificate* issued by whichever club that they only accept their members.
*Certification means the landowner can operate the (previously inspected) site while avoiding some of the planning restrictions of a commercial site, though local opinion is taken into consideration before granting a Certificate.
Don't forget to leave a review of the campsites you have visited this year or last!
All I'll say on the subject is that I've been to two sites, (no names, no pack drill) of the MCC when I have not been asked if I was a member, did I want to be a member, etc.
Whilst I appreciate that this is wrong in planning law, I accept that the owners have a site to pay it's keep for.
I would add that one of the sites did refuse our enquiry to stay on a subsequent occasion, because they said they were full so at least they would not seem to be abusing the 5 van rule.

Yes, I know that occasionally site owners may forget to ask for a membership card or perhaps they assume that if their guests have found the site and seem to know the site details they must have access to members-only information, or they may simply be too busy! And I agree that their reluctance to turn away business is understandable (though not really in the spirit of their Certificate conditions).
However, Keith was asking if CSs/CLs were restricted to members, which officially they are!
