Late May = half term school holidays = peak rate.
Park Holidays' Chichester Lakeside has statics for hire, and not too bothered about noise (as it is already noisy in parts being so close to a main road), location fits the bill being not far from London; however, they do not have tents for hire.
I do not know of many sites with tents for hire, and those that do, charge quite a bit for the privilege.
Good luck with your search, as I believe it is going to be a challenging one.
