Maybe this is a regional thing. I have recently visited sites in Cornwall, Devon, Sussex, Norfolk, Rutland water, and Dorset, and none of them even hinted at such a rule. Our caravan at 28 years old has been made most welcome, and I have seen even older caravans on even the most prestigious sites.
I am a member of the Camping and Caravan Club, and none of their sites have such a rule as far as I am aware, and the only thing normally refused is commercial vehicles.
I do however know that the practice of imposing age limits on static vans is quite commonplace. I have often heard of static sites requiring owners to remove their vans once they reach 10 years old, but I think this has more to do with maximising profits than anything else. Sites make a lot of money out of removing and siting vans, so it is in their interest to keep turnover high. Sites have nothing to gain and everything to lose by restricting the age of visiting touring vans. We all pay the same pitch fees.
