Hi, below is a link to all sites in your chosen area that are open all year, accept tents and dogs
Here are your search results
Just add any other requirements and update the results, eg.g showers, toilets, etc.
Hope this helps.

From my limited experience, just be aware that whilst that UKCS search facility is excellent, it's not 100% conclusive in its own right.
The camp site may well accept tents, and it may well be open all year round... but it may not accept tents all year round, if that makes sense!
Quite a few of those I've come across (though not in the area you are looking at, admittedly) don't accept tents (on grass pitches) through winter, or may even make it up as they go along, and take current weather/ground conditions into consideration.
Use the search facility to start with, most definitely, but then check the actual campsite's website, or better still, give them a call, for a final check!
EDIT:
...For example...
The highest site (geographically) on that search linked to by Admin Bob above, is Folly Farm
Which accepts tents (amongst others) and is "Open all year".
But get to their website, and it states (On the 2016 Tariff page):
"Between November and April we accept caravans for a minimum stay of 2 weeks or more only.
Please email for prices.
We only accept awnings from Easter to October for maximum stays of 2 weeks.
We do not accept tents over the winter months."
If you don't spot anything along those lines on a website, Just give them a call to double check. Some will take you, some won't, and some will say "It depends on the weather/ground conditions at the time".
