Hiya don't know if anyone knows of a site where I can put an American rv on near plymouth .I want to be able to live on one ,but keep coming up with I need proof of council tax and I'm not going to have that as I'm selling up so won't be able to provide proof can anyone help PLEASE

Problem is that legally you cannot live on a campsite. You have to move every 28 days unless you can find a site who will bend the rules. Or find a friendly farmer but again it"s Mikey Mouse. You also need bricks & mortar address of friend or relative where you are pretending to live to do your banking & insurance from.
If you cannot find anywhere permanent then solution would be to move sites every 28 days.

As Opensauce said earlier, you cannot legally live on a campsite in Britain, unless you own it of course. A site needs a residential licence before it can permit anyone to live there. Also, you will need a permanent address for all official matters, even getting a bank account, and an RV on a campsite will not suffice.
