The CMC certainly devote a lot of time and money in promoting CL's and the only thing they get in return is that members enjoy using them. Please show me an exemption certificate that states it is exclusive to either club DEFRA do not make that distinction the clubs try to make it exclusive for obvious reasons. But at the end of the day what does it matter the site owner has all the main work and the clubs (and not just the two big ones) get to add a site to their lists to impress members and everyone wins

You need to be a member of the club who applied for the exemption certificate. If you don't want to pay to join one then join the freedom caravan club, its free but you have to be a member to use their sites, you can also join on site and its free.

Just googled freedom caravan club as I'd never heard of it, and it is not free to join. It costs £10 per year plus £5 admin joining fee for new members, and that is a quote from their website.
