I wonder if sites with disabled facilities might offer more private washing arrangements? It might be worth checking on the Camp Site Search section at the top of the page. Sometimes there are sites with a 'family washroom' too. Can't recommend any, but you might find info in the Search. Only thing like that I've come across is on the top field at Rynys near Betws-Y-Coed where there's a little stone shed with a toilet and washbasin - nice and private. Cold water only, but you could take a kettle in, I guess.

Or check the reviews, as modesty cublicles can be mentioned specifically. They're more likely on newer / newly refurbished sites.
Pen y Bont, Bala Was a few years ago since we stayed but pretty sure they had individual washrooms. Can't see anything on their website, but give them a ring. Also Beddgelert Forestry Commission site used to have them too, but they have changed more towards log cabins.
