We were there just before Easter. Road a bit hairy going through the village before Cofton. Pleasant site but be aware that the site slopes however most pitches are fairly level.

I went there with a UKCS New Year meet back in 2009. It was dire
I was the first one to arrive I think and couldn't find a pitch anywhere that wasn't like a bog. The facilities were all closed except the loos and we were allowed use of the bar area but no bar.
Temperatures dropped to sub zero and it was bloomin' cold (not the fault of the campsite of course). Dawlish Warren and Dawlish must be the most neglected towns in Devon.
Hi we haven't been in September either but were there at Easter and loved it! Had non stop rain for 5 days and pitches drained as well as anywhere we have been. Lots to do in the area too so i'd say go for it!
Been in october last year on hard standing.
The grass pitches turned into a mud bath after 2 days of rain. But that's the UK weather for you.
If your on HS you will be fine.
