"With toilet facilities" That's so they can keep the prices high because in the next sentence they are asking people to use their own.

We were booked for Maragowan from the 10th - 16th, we cancelled, we rebooked for an independant site near Berwick, at a reduced rate as they wont be opening the facilities.
The Caravan sites without toilet blocks wont be open, really whats the point of that, giving staff yet more work keeping blocks open and putting them at risk.
If using the Cirencester CMC site be very careful. The private road has been upgraded and is not caravan friendly at present especially if you have a long outfit. See HERE.

The reason for some sites not being opened is explained on the website. They have not been able to train all the new staff, and others are at risk so cannot work.
Some race course sites are shut because the facilities are not available. They have staffed the most popular sites.
We have booked Bourton on Water , which has no facilities but is open.
Warwick racecourse too, but it has its own facilities.

It is a private road and the CMC has no control over what they do with the road. However the public have access to the road therefore some Roads legislation may cover it as I am sure that those large rocks would not be allowed. Same as on any highway which could be any A, B or D road.
