If you want to be close to the Broads and a beach you need to look at somewhere near Great Yarmouth or Lowestoft, as most of the Broads are well inland. Kessingland is a good bet.
I don't think you will find a campsite walking distance to both the Broads and the coast.
Which is more important to you and what sort of facilities do you need? I'd possibly consider Whitlingham Broad and then you can always get a train to the coast.
I think Suzie2poos is right. I certainly don't know of anywhere that is in easy walking distance of both the broads and the beach, they are too far apart. There are plenty of places that are right close to one or the other, and a short drive to the other one, but none that close to both. Breydon Water is part of the Broads and it comes right into Great Yarmouth, but even if you found a campsite close to Breydon Water (I don't know of one) it would still be a heck of a walk to the beach. About 30-40 minutes for a fit healthy person, probably an hour for me. I'm not disabled, but I'm getting on a bit.

Colin

I don't know if you have children but we are staying at Deers Mead, Erpingham which is adult only. Near Norwich so short drive to coast and Broads easily accessible by car.

People really like Clippesby Hall, which is within the Broads National Park area and not far from ‘natural’ beaches like Winterton and resorts Caister and Yarmouth.
There are loads of campsites in the area, but they are all either within walking distance of a beach or within walking distance of the Broads. The vast majority of the Broads is just too far inland. I spent 15 years coach driving in Norfolk so I know the area well. I don't know many campsites but I do know how far the broads are from the coast. There are very few places on the Broads that come within 5 miles of the coast.
Breydon Water and Oulton Broad are probably the closest, but it's a drive from either one to the coast. There is a point near Sutton Staithe on the Broads that comes fairly close to Sea Palling, but it's still a drive from one to the other.
