Not sure you will find many, if any, legitimately camping permanently!
Touring type sites generally have a limit of 21 or 28 days continuous occupation before you are required to leave, that is imposed upon them by the local authority licencing requirements.
Holiday Mobile Home type sites often have restrictions of occupancy requiring only so many months of the year, up to 11 months is as good as it gets AFAIK, again local authority licencing requirements.
Both are intended to restrict permanent 'residential' living on site.
Residential Mobile Home sites are little different to living in a house, it's your permanent home.
You may find some on private land, not sure how legit that would be, quite likely 'under the radar' and not fully integrated into normal life. I do know of rough sleepers who are definitely illegal where they camp in public parks etc.
This is probably not the best place to be enquiring about any kind of rough/illegal type camping, and the vast majority, if not all on this forum will be very conventional recreational campers.
For what's worth, the rough sleepers I know tend to avoid what they regard as 'interference' into their life choices by any 'do gooders'! They certainly resist being 'managed' in any way!
