Try West End Farm in WEston or campsites near Brean. Not far to the beach however due to the very sloping beach it will be more of a paddle than a swim. Probably better a site with a river nearby, but rivers could be fast flowing so not something we would entertain.

The Salcombe (South Devon) area is lovely and your dog could swim at Thurleston Sands, but not sure about summer beach dog bans, so near a river may be better?
