I know the Lake District pretty well, and most paths are stone chippings/rock, for the simple reason that it's partly the natural landscape, and partly the only durable (and natural) maintenance option to cope with over 18 MILLION tourists a year, that figure rises to over 29 million a year if you add in day visitors! … that's an awful lot of wear and tear on paths that are frequently inaccessible to any kind of ground vehicle! Repairs are done with locally available resources OR helicoptered in!
I've taken several dogs there over the decades, and they've been fine, but they've never suffered with delicate feet normally, I do keep a close eye on their pads to ensure they are not suffering any damage, before subjecting them to another long hill walk.
Don't know the Peak District quite so well, but the times I've been there, again paths seem to be rock/stone chippings. It's another high footfall region, so paths have to be durable and maintained in a manner in keeping with the landscape.
I love both areas and so does my dog, so can recommend, but for delicate doggy paws, reckon booties are your best option, otherwise you really won't get to see the best of the areas.
