Was the owner of the 'bad' dog being purposely aggressive in the way he said that, or was he just trying to warn you that his dog was aggressive with others?  I only ask, because its really difficult for owners of aggressive/antisocial dogs to 'warn' others that their animal is difficult without it sounding like a threat.  If he was keeping his dog on the lead and keeping it away from other dogs and kids then he was being responsible and I doubt the dog would have caused issues.  His dog may be perfectly well-behaved and friendly within the confines of his own family group and by its own tent or caravan.

On the other hand - if he was being purposely aggressive that is entirely out of order.

I don't believe any dog is bad it's just the way its been treated treat them well from a puppy and you'll get a great family pet. A neighbour has a rottie and also a 6 month old puppy don't know what breed but she just jumps all over the rottie and it just lies there
