You could try the "Little Lakeland" caravan and camping site at Wortwell in Norfolk. It has a small (1/2 acre) lake (old gravel pit) which holds Carp, Tench, Bream, Perch, Roach etc. all to a reasonable size. The fishing is free and reserved for those staying at the site. The site itself is small and quiet, in the lovely 'Waveney Valley' on the Norfolk/Suffolk border...
Nearby there are many other waters, among them 'Weybread pits' (most stillwater species, to very large size), 'Broome pits' (good Carp, Tench, Bream etc.) and the River Waveney, which runs close to the site (good Chub, Roach, Bream, Perch etc.). All of the above waters (and more) are available on day or weekly ticket from the local tackle shop in Harleston (about 2 miles from the site)...

Cotswold Hoburne near Cirencester is right in the middle of the Cotswold water park & has several lakes of its own on site. I don't know where you're from but from the M5 junction 11A just follow sings for Swindon along the A417 & you'll come to the cotswold water park. From M4 junction 15, just follow signs for M5 Cirencester/Gloucester & you'll find no problems. Site is less than 2 minutes off this dual carriageway with access to hundreds of lakes & beautiful cotswold countryside. Cirencester & supermarkets only 5 minutes away by car.
