I live close to a caravan / campsite, but living nearby, I don't use this site. I notice, however that the site has had no reviews and I am able to give general information about area, amenities etc.
Is it appropriate to write a review for a site I haven't used, or just post it as general info?

I don't see why not, as the information would still be first-hand and relevant. I have submitted a review in the past for Hertford C&CC site even though it is just 10 minutes drive from home. Must admit I have spent the odd night there when I have had reason to though, such as a meeting of my local DA.
I did not go through the entire review submission process to check if it would allow a site review to be submitted without stating the number of nights stayed as "0" is not an option in the drop-down list.
