Weve used an Electric fan heater with a cut out if it gets knocked over never had any problems so far we also use it on the cold setting when the weather gets a bit hot. A lot of people use the oil filled radiators.
Dont know if it can be classed as safe though

Much safer than a gas heater. Keep it off the floor in case water leaks into your tent, away from anything that may melt/catch fire, general safety precautions like that and you should be fine.

I have two different styles, the halogen gives light as well as heat and has safety cut out but is bigger so takes up more packing room. Then I have a small fan heater, £11 from Argos, it can be left on with the thermostat turned down all night, and it's quite compact so good for packing.

As mentioned, providing you have a fully protected EHU cable then that is about as safe as it gets bearing in mind that the instructions on every electrical household gadget will tell you not to use it outdoors or in damp conditions...so it makes sense to take care and keep everything as dry as possible and away from the tent sides, and don't operate electrical stuff with wet hands etc.
I have used a tent heater with a thermal cut out for several years now and had no problems. I place it on one of those little folding stools that garages sell for around £2.99, I put my slow cooker on this too (not at the same time!) and it works a treat.
We have used a small halogen heater from Towsure about £10. It's only small but it really gives some heat off. I had to keep swtiching it off we were that warm. But, it too cuts out if knocked over which is a good thing incase of fire. It cools quite quickly to touch. I put ours on a little roll up table we had from Asda so it wasn't on the floor. Very cosy it gives a nice glow of light as well. Be careful with some campsites though they don't allow halogen heaters, don't know why but we used ours anyway and it was fine.

Could be because they tend to be very bright, a bit like the lamp in a slide projector...
