as others have already mentioned, we too double bag our bucket loo and use wood based kitty litter...it's only used for nighttime wees and the first person up to the shower block in the morning takes the bag plus contents and drops it off at the bins...

Putting human waste in any waste bin (public or otherwise) is potentially hazardous, in most cases illegal, and hence irresponsible.

Equally, it is not sensible to put dog poop in waste bin; there are specific bins for dog waste; but maybe, 'at a pinch', that is where human waste could also be placed in an emergency.

The official line is deeply buried in various bits of legislation and difficult to deduce; nevertheless, there is really only one place for human waste - down the toilet . .   even then, putting a soiled bag (biodegradable or otherwise) in a bin is still potentially hazardous . . . . .

I've used the wooden pellet litter in the past but this year I've got potty/commode liners to try, turns wee to gel. Advises that can be bagged and put in the bin, as would be done by many at home with nappies, disposable pants (child and adult) or even sanitary ware - how else would you dispose of such things? I would add would only ever use for wees, nothing more.
