We have a TomTom One that has a built-in speed camera database. Is this considered legal in France, Germany and the Netherlands, bearing in mind it is not a detection device?

Its already been asked a zillion times on there so for the sake of a sensible reply use their "search" feature  The gist of it is: They are legal in France but do you want to argue the toss with a Gendarme? The radar detectors are not and just having one in your possession , not even connected, is a good enough reason for a spanking, big fines and maybe even a visit to the Chokey

Isn't the sat nav illegal in parts of europe anyway?

Sat Nav is legal in europe, but having a camera database on it is illegal in Switzerland and (possibly) Spain. Some european countries consider it an offence if the driver can see the display. Swiss police are quite good at spotting the offending database files, they will confiscate the unit and you will get a fine.

Radar detectors are illegal in France, to own or operate.

The only place I know of where sat nav is banned is Cuba where any GPS will be confiscated on entry to the country.

i  had to hide the road angel, and i have the road angel sat nav which both picks up cams, but it didnt pick any up,but france Spain its a no no.  be on the safe side borrow one or get ready to statch of the dash.
