with the taps open you need to wait until the tank is full and all air has gone out of the pipe.question with the system full does the hot tap run if you turn on the cold tap.if so it could be a micro switch fault on the tap that does not work.if you can not get hot water from the system it could be a non return valve fault,this is in carver 2 heater.
