I just use a good quality rubber headed mallet, with wood or metal shaft. The only thing I find makes any difference to pegging out is remembering to take two. I refuse to inflict the noise of a metal hammer on metal tent pegs on my own ears, let alone these of the rest of the campsite. Anyway I find the metal-metal effect very tiring on the arms and shoulders.
For pulling out pegs I use another peg. A big one.
