Make sure there are no blockages in the flush tube of course. It's a long time ago now but if I remember rightly you have to remove the bellows to get at the workings beneath. Since the bellows are glued into the seating hole you usually ruin them getting them off so need a new one anyway. The new bellows have a strip of sticky stuff at the bottom (pull off a strip of paper to reveal the glue) then you push them into the hole.
A bit vague but it was several years ago when I had a caravan with a porta-loo and like yours the bellows would push down but wouldn't come back up and no water came out. Replacing the bellows and checking the pipework fixed it.
