My own logic (I have no qualifications!) tells me that if I have the necessary protection on my EHU then an extension lead plugged into it is also protected and I have done this on my own system. Would I run that extension outside? Not bl***y likely because it's not weatherproof!
IEE regs - do they just apply in this country or also on mainland Europe?

there are no rules about safety anywhere for a non business or your own home ,you can play around with bare wires and heat your house with glowing mains wires shorting in the wall if you want.
saying that there is a "duty of care" element which means you can die but you cant let anyone else have the chance with your electrical shenanigans.
the other problem is when you plug into someone elses electric their "duty of care" can (probably should in most cases) run into your duty of care ,their insurance certainly wont cover you if your electrics ran a mock.
as an ex safety tester (pat) where i worked was abliged to ensure anything that plugged into their sockets was safe (who ever it belonged to) i cant really see any difference on sites ,who cares if X lead is better than Y lead if the supply posts have trips but in this case surely for your safety the safety of another trip you can trust and know works outdoes everything else.
my TT installation is as safe as i can make it ,for me my wifes and everyone elses benefit ,better safe than sorry is a very old saying.
i wouldnt touch the topic starter extention lead with a bargepole but 99% of the time its perfectly safe ,i just wouldnt like my mrs to die in that other 1 % ,if it were "unsafe" theoretically it wouldnt be on sale ,it is safe perhaps in the chap who makes its front room but once it leaves........
also if your trip trips you are safe from the vitriol when the posts trip trips because you dont have one and some man mountain loses his telly watching footie
