As Steve has pointed out, gas cylinders must be only be filled with liquid gas to 80% of the total volume.  The remaining area is known as ullage and is required to allow the conversion of liquid to gas and prevent liquid from getting into the pipe work.  If the latter was to happen then a nasty explosion would result.  This is why cylinders must be secured in the upright position.

The cylinders that the Americans refill are the Coleman Propane things. They are quite a robust object compared to the "tin cans"

Not sure what a CP250 is? Is it one of those aerosol can type cannisters for the little suitcase stoves?
