tap another stong peg sideways under the plastic top to form a tee then using both hands(either side of the tee) pull it up and out! works every time for me! I wouldn't start hitting it with a metal hammer because you'll probably end up cracking some of the plastic tops!

I have attached a small loop of nylon guy rope to each of my rock pegs, threaded through the loop in the plastic bit and then secured around the peg itself, this enables me to hammer the pegs right into the ground, but still gives me an easy loop to hook with the peg puller when getting them out. This method also gives me multiple points all around the tent to which I can attach the dog leads for a short period to prevent them escaping. Loop would be about the size of the nylon cord in the pic above.

Just the 2, but one is a pup and needs a lot of work at the moment, and the other will run off to fight the biggest dog he can find given the opportunity - Yorkshire Terrier with Rotweiller aspirations.
