I have checked and found Regetta makes 3-in-1 waterproof jackets for children.

A 3-in-1 jacket comes with a outer shell and a fleece inner.
One can wear the outer shell or the fleece on its own when it is not so cold or wet, or combined as one for colder wetter days.
I like 3-in-1 jackets as they are very versatile.
As for keeping warm, I prefer to dress in layers, rather than to rely on just one thick coat.
When I go camping in winter months, I would wear a thermal base layer, then normal clothes over it, then a fleece, then the waterproof outer. If it rains, I would add a pair of waterproof over-trousers.

We got our youngest two girls some Tog24 3 in 1's, they are versitile and very well made, my five year old wears hers for school too. They were about £30. Don't go into their high street stores tho, they have lots of shops with knocked down prices, like one on Hornsea Freeport or Designer Outlet places.
