They vary, you may get a new one or you may get an old one. They have all been inspected by Calor, who refill them, so regardless of the cosmetic appearance they should be safe for normal use.

Perhaps not all, but many of them may have worn paint and some surface rust, but I'm confident they would have been inspected/tested before being refilled.

I expect they have been stored in an open cage over winter which has cause the deterioration in appearance. It should not affect its use.

When you buy a 'new' gas bottle, it is not necessarily new, it could be years old, they are checked, filled & used over & over again. Even if you managed to get a brand new bottle, once it is empty & you exchange for a full one that might be rusty.
When you buy a 'new' full bottle from a supplier, £30 is the cost the of bottle & the rest, £16-£20 is the cost of the gas. Once you have the bottle, when it is empty you return it to the supplier, pay just for the gas & you are given a full bottle. Your existing bottle is not refilled for you while you wait.
So, save yourself some money. You will often find empty(or maybe almost full)Campingaz 907 bottles on your local car boot sale for about £5 or even free from your local council tip. It matters not how dirty or rusty this bottle is, as long as it is recognisably a 907 bottle your supplier will exchange for a full bottle for the price of the gas £16-£20. The price of the gas varies, so shop around.

We got a 907 cover from Campingaz just because of this. But we are a bit anal that way.

Get an 907 bottle from you local tip free and take that to where ever they supply gas and exchange it for a full one....cost you for the gas only.
