It sounds to me that you are fitting the ball cock upside down.

The blue float should be inverted like an upside down coffee cup.

It is designed to trap air inside it and thus float and rise as the water level rises, eventually shutting off the incoming water supply.

Try fitting it in the Aquaroll with a loop of string under the ball cock arm so that you can raise it manually by pulling on the string.
