I think it used to be the case, and certainly I remember signing a rental agreement for a cylinder, way back when. Haven't tried it though. We've given away, or sold on, various empty/partially full cylinders, and these days have only ever swapped an empty 907 for a full one.
As empties have an exchange value, it follows that they have a cash value too, in a private sale, but I don't know, in all honesty, whether a shop would just give you something back just for the empty one where you're not wanting a full one.
I suppose I'm taking 2 paragraphs to say "I don't know"
