They appear to have 13 pin connections which is pretty standard now. However if your vehicle has the older 7 pin socket then you can buy an adaptor.

I think two rear fog lights is the norm in Germany, but UK have one OS.

A foreign supplied bike rack with built in lights may or may not include foglight, the cheaper ones do not. I don't really think it matters though if single fog light is on left side. Most likely you will not be driving in fog so it won't get noticed. If you are worried then remove bulb.
